Azerbaijan: recognising a Turkish diploma
Azerbaijan’s Education Quality Assurance Agency (TKTA) publishes the recognition procedure and electronic application route. Familiarity with Türkiye or the language does not replace checking the exact qualification and intended use.

Who decides and where you apply
Start at TKTA’s qualification-recognition page and follow its EMS application link to apply.enic.edu.az. Use the agency’s current requirements rather than the older nostrifikasiya address copied in archived guides. Record your application reference and retain the documents you submit.
The regulatory framework
TKTA identifies the current recognition rules with Presidential Decree No. 2306 of 18 August 2023. The older 2003 decision should not be presented as the current procedure. Check the rules applicable to your degree level, attendance and purpose; a cooperation agreement or recognition-convention reference is not itself an individual recognition decision.
Regulated professions are a separate question
TKTA’s current notices identify professional recognition examinations for teaching, engineering and law, organised with the State Examination Center. Academic recognition alone does not establish permission to practise a regulated profession. For a medical or other regulated field, identify the competent sectoral authority and its current requirements before committing to the programme.
The one enquiry worth making now
Send TKTA the exact university, programme, study mode, degree level and entry year, together with the purpose for which you need recognition. Ask about the required diploma and transcript, translations, authentication and any professional examination. Prepare the records while you can still obtain corrections from the issuing university.

Frequently asked questions
Is the process fully online?
TKTA directs applications to its EMS portal at apply.enic.edu.az. Electronic submission does not remove document authentication, verification or any further assessment required for your case.
Does the shared language make recognition easier?
Language familiarity may help communication, but it does not confer recognition. Check translation and documentary requirements even when the qualification was taught in Turkish.
