MONEY
When international transfers are restricted
If you are applying from a country affected by international financial restrictions, moving money across borders is a genuine planning problem rather than a detail. It deserves to be settled before you accept an offer, not after.

What the constraint actually is
Restrictions can affect banks, individuals, organisations, currencies and particular services, not just the speed of a transfer. Academic eligibility and sanctions compliance are different checks, but it is incorrect to promise that restrictions can never affect a service or enrolment. The rules that apply depend on the parties and jurisdictions involved; a US OFAC rule, for example, is not a complete statement of Turkish law or every bank’s policy.
Settle this before you accept
Ask the university and the banks handling the transaction whether the proposed payer, beneficiary, currency and route can be accepted lawfully. Obtain payment instructions through verified official contacts. If review is pending, ask how long an offer or payment deadline can be held; do not assume an institution has a workable route for every applicant.
Use a documented, lawful payment route
Keep the payer and purpose accurate and use a channel confirmed by the institution and regulated providers. Do not disguise the parties or purpose to bypass checks. If the proposed transaction is unclear, obtain qualified advice for the relevant jurisdictions. General licences and exceptions can change, so an old educational-payment article is not current permission.
Plan for the timing, not just the amount
Allow time for the bank’s review and for a payment to be credited to your student account. Ask the university whether it can hold an offer or extend a payment deadline while a documented transfer is pending. Keep the reference and receipts so the regulated providers can trace a delayed payment.
A FEW MORE ANSWERS
Frequently asked questions
Does this affect whether I can be admitted?
Academic entry criteria and compliance review are separate, but both may affect whether a service or enrolment can proceed. Ask the institution about your actual circumstances; neither a universal nationality-based refusal nor a universal exemption should be assumed.
Can MEC pay the university on my behalf?
Before paying, obtain the university’s verified payment instructions and confirmation from the relevant bank or regulated provider. If a third party proposes to pay on your behalf, verify its authority and the arrangement with the university first. A MEC consultation or service-package request is not proof that tuition has been paid or that a transfer route is authorised.
